2002 mille ram air duct

under the filter is a large hole, this has no restrictor in it, but under the hole is a smaller extension of the airduct(looks like a small box), this has a snorkle tube protruding up between the two intakes
does this need to be removed or does it serve a purpose

do not confuse this with the hole the filter sits on top of this is about 3-4" round no snorkle
